Mr. Frank X. Spencer has over 30 years experience in civil engineering, land surveying, and construction fields. Mr. Spencer’s engineering career commenced in 1971-1973 with the U.S. Army Corps of Engineers, Fort Worth District. He operated his own construction company in the city of San Antonio, Texas from 1973-1977. From 1977-1979 he worked for Fred P. Armstrong & Assoc., and in 1979 established Frank X. Spencer & Associates. He has construction management experience in heavy construction, utilities construction, building construction, and surveying along with his civil engineering design experience. Project duties include being responsible for project management, engineering production, developing project design standards, engineering design decisions, directing project team work, including boundary and route surveys and quality control of completed work.
He has been responsible for the design and construction of several water supply projects and distribution projects, road way design, street design, site designs, waste water treatment facilities, sanitary sewer gathering systems, solid waste facilities, and numerous amounts of route and boundary surveys for a number of government and private entities in West Texas and in Mexico.
Mr. Spencer served as CountySurveyor for Reeves County, Texas from 1978-2002.
Mr. Victor H. Enciso has over 18 years experience in the civil engineering, land surveying and construction fields. He has extensive project experience covering a wide range of duties and responsibilities. Project duties have included being responsible for project management, water and sewer design, surveying and engineering production, developing project design standards, making engineering design decisions, directing project team work, and quality control of completed work. He has been responsible for engineering project scheduling, reviewing, and quality control and quality assurance of work throughout duration of the projects.
Mr. John Cordle has over 30 years experience in land surveying. His experience includes street, drainage and utility projects for several cities including El Paso, Dallas, Fort Worth, Plano, Denton, Richardson and Garland.
Mr. Charles H. Gutierrez has over 30 years experience in surveying. He has been registered in the State of Texas since 2002. Mr. Gutierrez surveying career commenced in 1979. He has surveying experience that includes: Construction Surveying, Title Surveys, Boundary Surveys, Route Surveys, Alta Surveys, Subdivision Surveys, GPS Surveys and Boundary Research. He is currently supervising various types of projects in El Paso County, Reeves County, Loving County, Presidio County, Culberson County, Hudspeth County, Jeff Davis County, Pecos County and Ward County. Project duties include being responsible for coordination of field personnel, calculations in boundary situations, boundary research, quality control of survey drawings, quality control of completed field data, and scrivener of legal and metes and bounds descriptions.
Mr. Roberto Gil has over 14 years experience in the civil engineering field. He has extensive project experience covering a wide range of duties and responsibilities. Project duties have included being responsible for street improvements and highway design, drainage design, site design, grading, park design, parking lot design, hydraulic studies, subsurface utilities engineering, water and sewer design, and construction administration. He has been responsible for developing project design standards and making engineering design decisions. He has worked with city, county and state projects under different funding agencies such as TDRA and TxDOT, and has diverse permitting experience with government agencies like TxDOT, TCEQ, IBWC, UPRR and USACE.
